The draw for the hard-court tournament, which features most of the world's leading players, had already been made. "We thought about cancelling the tournament on the spot," Scott told Telegraph Sport, and the American also suggested that the event is at risk of being dropped from next year's calendar.
"I spoke to Peer on the phone, and she said she didn't want the tournament to be cancelled. She said she was the one with the Israeli passport, and she was being punished for that, but she didn't want all her fellow players to be punished as well.
"Peer's words were that she expects us to 'think about this deeply'. It was decided not to cancel this year's tournament, after talking to Peer and her family, and as most of the other players were already in Dubai, but the fact that the tournament is going ahead, that should not be taken to mean that we accept or condone the fact that Peer has been denied a visa. We don't."
Scott said he realised a couple of months ago that there would be difficulties obtaining an entry visa for Peer, a top-50 player. "We started looking at this issue about a year ago, so they had a year to get everything worked out and everything in order. Peer played in Doha last year, and we fully supported her decision to want to play in Dubai, one of our leading tournaments.
"Two months ago we started the process of applying for visas for our players, and we heard that there was an issue clearing it with their security department and their foreign affairs department. So we realised that the paperwork wasn't going to come through quickly, but we were only informed that Peer wasn't going to get a visa when the draw was being made on Saturday," Scott said.
"That was when we contemplated cancelling the tournament on the spot. Race, nationality and creed shouldn't matter in sport. Politics shouldn't come into it. This runs counter to everything that sport should be about. Sport should be free of these issues.
"I have been in discussions with people in Dubai, and I have a team on the ground, and this is an issue that we are taking extremely seriously. Peer had earned the right to play in the tournament, and she was denied the opportunity. She's very upset and the other players are very upset; this has rocked everyone's world.
"This is a setback. One of the things we will be looking at is the possibility of Dubai losing their spot on the tour."
Peer expressed her "disappointment". "I think a red line has been crossed here that could harm the purity of the sport and other sports. I have always believed that politics and sports should not be mixed," she said.

I am sure that not a single one of the worthless scum in the UK Government will utter a single damn word to condemn this.
