SINGAPORE: Militants(see goatfucking "carpet kissing" barbarians) in Indonesia are taking advantage of the devastation caused by the Dec 26 tsunami by stealing relief funds and extending their networks, an expert on terrorism said yesterday.
The disaster “gave unprecedented opportunities for these groups to expand their areas of influence,” said Rohan Gunaratna, a terrorism researcher at Singapore’s Institute of Defence and Strategic Studies.
“Charities are a primary source of income for these groups,” he said in Singapore at a conference on fighting terrorism funding.
Gunaratna said the radical Islamic groups Mujahidin Kompak and Majelis Mujahidin Indonesia, or MMI, were moving into Aceh, the area worst affected by the earthquake and tsunami, taking advantage of the chaos and destruction.
He added that the groups had intercepted reconstruction funding through links with charities.
He did not give further details on how much the radical groups were alleged to have taken, or offer any evidence.
The MMI was founded by militant cleric Abubakar Ba'asyir, who is serving a 30-month jail sentence for conspiracy in the bombings that killed 202 people, many of them foreign tourists, on the Indonesian island of Bali.

Secretary-General Kofi Annan said Monday he looked forward to working with John Bolton but warned that the new U.S. ambassador to the United Nations will have to negotiate with 190 other countries to get what he wants. Annan and U.N. diplomats played down the significance of President Bush’s decision to appoint Bolton while Congress is out of session as a way to bypass Democrats who had blocked a vote in the Senate. “I think it is the president’s prerogative and the president has decided to appoint him through this process,” Annan said. “From where I stand we will work with him as the representative of the president and of the government.”
Annan stressed that the United Nations and the United States need each other. He said that the relationship had “frayed a little recently and we should be able to get it back on key.” He cautioned that Bolton won’t get what he wants if he tries to take on other U.N. diplomats alone. “I think it is all right for one ambassador to come and push, but an ambassador always has to remember that there are 190 others who will have to be convinced, or a vast majority of them, for action to take place,” Annan said.

The group's report suggests four possible futures for net governance that range from no change to complete overhaul. The proposals will go forward to a key UN net and society conference due to take place in November. The report comes as the US says it plans to keep its role as overseer of the net's core administrative body. Tough choice The Working Group on Internet Governance (WGIG) was set up after delegates to the UN's World Summit on the Information Society (WSIS) failed to agree on how the net should be run. Many of those attending the 2003 WSIS meeting in Geneva were happy with the current system in which the Internet Corporation for Assigned Names and Numbers (Icann) oversees the running of the net's addressing system. Others, particularly delegates from developing nations, resent Icann's role and the fact that the US has kept control of it. Now the WGIG has issued its report about net governance and has tabled four possible futures for what should be done about policy issues, such as spam and hi-tech crime, that fall outside Icann's narrow technical remit.
The one common aspect of all four proposals is the creation of some sort of talking shop that will give governments and others a say in how the net develops. The four proposals will be sent forward to the second World Summit on the Information Society which is due to take place in Tunisia in November 2005 where delegates will pick their favourite option. Whatever decision the conference reaches could provoke a clash with the US which in early July renewed its claim to oversee Icann's work. |
