Tal Afar citizens will not be deterred

TAL’AFAR, Iraq
– In wake of a terrorist bombing in Tal’Afar, Lt. Col. Malcolm Frost, commander of the 3rd Squadron, 4th Cavalry Regiment, reiterated the success of Tal’Afar in not allowing the bombing to become a divisive factor in undermining confidence in the government.

“The enemy has failed in their mission. They have tried to get us to take our eyes off what is important: 15 months of progress, 15 months of schools, medical clinics, and urban renewal program, a small business center, and an adult literacy program, to name a few. Security remains strong, led by the IPs and the strong Tal’Afar leaders, and the people remain united. The enemy has failed to divide the people,” said Frost.

Iraqi civilians have continued to team with Iraqi Security Forces as well as Coalition troops to conduct around-the-clock humanitarian assistance missions, excavations of rubble and supply drops to the estimated 300 displaced families.

Some of the days accomplishments include:
• 6,500 meals distributed
• 1,400 bottles of water distributed
• 490 blankets handed out
• 400 bags of rice (10 lb.) distributed

Frost concurred with the cooperative nature of the ongoing recovery operations.

“I’ll be honest with you; it’s been a tremendously stressful last four days. Happily though, the IA and IP are working hard together and the city is going back to its normal routine.”

Salah ad Din Provincial Council approves 2007 capital budget
Multi-National Division – North PAO

CONTINGENCY OPERATIONS BASE SPEICHER, Iraq – Salah ad Din Provincial Council Chairman, Sheik Rasheed, formally announced the passage of the province’s 2007 capital budget April 2, 2007, at the Provincial Council Building in Tikrit.

The proposed budget became official after a unanimous vote by the Salah ad Din Provincial Council March 28, 2007.

Sheik Rasheed opened the event by discussing the budget allocation and distribution. The budget allocates 117 billion Iraqi Dinar for investment projects throughout Salah ad Din, to include Tikrit, Bayji, Samarra, and Balad.

Regardless of religion – Sunni or Shiite – or social standing, the budget will be spread across the province to facilitate equal improvements throughout, Rasheed said.

The next step, sending the final budget proposal to the governor’s office for project execution, is also complete, as Deputy Provincial Council Chairman Nabil handed the budget to the deputy governor and assistant governor for technical affairs the following the initial vote.

Under the 2007 Ministry of Finance Regulations, the provincial council’s role in the budget process is limited to approval of the budget and oversight of the budget execution. The Salah ad Din Provincial Reconstruction Team is currently working with the deputy governor and his staff to assist them with the project execution process.

“Improving governance in Iraq is not a tangible thing. So many people may not comprehend the magnitude of this event. Having been here for 11 months, and seeing how hard this council has worked during that time, I am amazed at their progress,” said Maj. Dave Navratil, Provincial Reconstruction Team, 3rd Brigade Combat Team, 82nd Airborne Division. “This council worked long hours, achieved the required quorum, and achieved a level of pride not easily found in this province, or the country, during recent times. The next step is up to the Iraqis. They are riding a huge wave of momentum right now, and they need to keep it going, because they still must execute this plan. We are eager to see what happens next.”

CAMP RIPPER, AL ASAD, Iraq
– Marines, Soldiers and Sailors from Regimental Combat Team 2, including elements of the Iraqi Army’s 2nd and 3rd Brigades of the 7th Division, launched Operation Harris Ba’sil (Valiant Guardian) on March 26, to interdict and disrupt enemy routes and safe havens outside of the Euphrates River Valley.

The operation will occur throughout much of the 30,000 square miles of RCT-2’s operating area and will take away the enemy’s freedom of movement outside the urban areas along the Euphrates River.

“In western Al Anbar, the fight has traditionally centered on its urban centers,” said Col. Stacy Clardy, commanding officer for RCT-2. “Now we’re going after the enemy in those remote areas of the province where they may hide or use to move around us, leaking into the interior of the country. We plan to shake things up.”

This marks the first large scale operation for RCT-2 this year. Previous regional operations include Operation Shurta Nasir (Police Victory) in February in which Iraqi Police, with Iraqi Army and Coalition Force support, cleared the town of Hit of its terrorist presence.

RCT-2 is responsible for helping the Iraqi people gain control of western Al Anbar Province and training, mentoring and operating alongside Iraqi security forces to assist them in assuming responsibility for their own security.

AD DIWANIYAH, Iraq – Iraqi Army troops swept into the city in the early morning hours April 6 to disrupt militia activity and return security and stability here back to the government of Iraq.

Soldiers of the 8th Iraqi Army Division supported by Soldiers and paratroopers from Multi-National Division-Baghdad began Operation Black Eagle at approximately 6:30 a.m., in response to the recent violence threatening to destabilize the region.

“Instead of showing instability and bowing to intimidation, the Iraqi government and its security forces have taken action and boldly responded to the militia threat,” said Col. Michael Garrett, commander of the 4th Brigade Combat Team (Airborne), 25th Infantry Division, who are assisting in the operation. “The decisive actions taken by the 8th Iraqi Army Division is just the beginning of the government’s plan to re-establish security in the area and create an environment where the government can improve the quality of life for the people of Ad
Diwaniyah.”

Terrorists fight terrorists.

Sunni insurgent groups that were previously allied with al-Qaeda in Iraq have turned against it, killing its leaders, attacking its supporters and vowing to drive it out of the country. At least two al-Qaeda commanders have been killed by Iraqi insurgents in Baghdad. Others have been forced to flee after insurgents passed their details to US and Iraqi commanders. Fierce fighting has broken out between insurgent groups and al-Qaeda in Anbar province, west of Baghdad.

Until the death of Abu Musab al-Zarqawi, the leader of al-Qaeda in Iraq, in a US airstrike last year, the groups co-operated with it in their bloody struggle with the coalition forces. But the insurgents have come to believe that al-Qaeda in Iraq is destabilizing the country by the indiscriminate slaughter of civilians, often with truck bombs. Some senior Sunni insurgents believe that al-Qaeda in Iraq shares the agenda of Iranian-backed Shia militias to plunge the country into ever more violent sectarian conflict rather than concentrating on the fight against the US-led coalition.

Late last year, Salam al-Zubaie, Iraq's Deputy Prime Minister, began secret talks with Sunni groups with the aim of coaxing them away from al-Qaeda. He held meetings with commanders of groups including the 20th Revolutionary Brigade, the general command of the Iraqi armed forces, the Islamic Army of Iraq, the Baath party and the Salah al-Deen al-Ayyubi Brigade. He encouraged them to form a unified Sunni alliance that could fight al-Qaeda and attack Iranian influence. They proved receptive to his arguments.
