A Wigan councillor has been arrested on suspicion of having child porn on his computer. Police swooped on Coun Joe Shaw minutes before he was due to attend a planning meeting at the Town Hall on Tuesday afternoon. They had received a tip-off that there were indecent images on the computer at his home in Avondale Street, Standish.

Officers initially tried to arrest the 40-year-old father there but discovered that he was out on site visits with the committee, so they went to the Town Hall to await his arrival. Coun Shaw, who also serves on the Metro's licensing and regulation committees as well as Greater Manchester Passenger Transport Authority, went with officers back to his house where the hard drive of his computer was seized for examination.

After being quizzed by police, he was released on bail pending further inquiries. His failure to appear at the planning meeting puzzled members who had been with him earlier in the day.Its chairman, Metro deputy leader Coun John O'Neill, today spoke of his surprise: "From a personal point of view, this comes as a great shock to me.

"I have always found Coun Shaw a very nice, kind and amenable person and a conscientious member of the council."DismayElected to Wigan Council in 2005, Coun Shaw, who is unemployed, represents Wigan West ward. He is a member of the Standish-based North West Amateur Radio Club.

He lives alone, having separated from his wife. A spokesman for Greater Manchester Police said today: "A 40-year-old man was arrested on July 17 on suspicion of possession of indecent images."He has since been bailed until January 21, 2008, pending further inquiries.Coun Shaw was today unavailable for comment. A spokesman for Wigan Council also declined to comment.

Mickie Roan Beckford has been described as a career criminal, a man who has been in and out of jail 20 times in the 20 years since he first came to Canada from his native Jamaica.

And now a Toronto judge wants immigration officials to review the file of the crack addict who refuses to work and hasn't taken any medical treatment after being diagnosed with HIV, the virus that causes AIDS.

Even though immigration officials ordered his deportation two years ago, Beckford, 41, remained in the country pending an appeal, and kept up his life of crime, committing another 17 offences.

Immigration officials insist they have done their job on his case, but point out that after Beckford was ordered deported Sept. 12, 2005, the landed immigrant had the legal right to an appeal, which he filed the next day. Because of a huge backlog in cases – some 9,200 – his appeal wasn't heard until two weeks ago, said Charles Hawkins, a spokesperson for the Immigration Refugee Board.

But Beckford never showed up.

That's because three days prior to that, he was in the Old City Hall courtroom of Justice David Fairgrieve where he was being sentenced to 10 months in jail for the 17 offences he had committed since the deportation order.

Although he missed the hearing on his appeal to stay in Canada, the tribunal will still make its decision in a soon-to-be-released ruling.

In one of his several assault convictions, the HIV-positive man injured the finger of a security guard who caught him stealing cosmetics at a downtown Toronto Shoppers Drug Mart, said Fairgrieve. She was advised to seek medical attention.

In a nine-page judgment released earlier this month, the Ontario Court of Justice judge described Beckford as a habitual offender who got addicted to crack cocaine and turned to crime to pay for his habit after immigrating to Canada in the late 1980s to live with his mother and three sisters.

In the ensuing years, he was convicted of over 60 offences, including a series of assaults on store security guards.

While many of his crimes were "not of the most serious nature," said Fairgrieve, the police probably only nabbed him for "a fraction" of his actual misdeeds.

Beckford has "no genuine interest in dealing with his crack cocaine addiction" or finding a job, said the judge, adding Beckford once "candidly informed" his parole officer "he would not be interested in any job that would interfere with his eligibility for welfare."

Beckford's one attempt to change his ways involved briefly cutting back on his crack habit from $100 to $40 a day, said the judge.

Cocaine addicts often have many serious physical and psychological problems that can be dangerous to themselves or others if not properly cared for. Cocaine addiction requires extended care.
