You normally have to take out some form of loan to get a car - not easy of late what with the banks cutting back of easy credit.

Then have to pay through the nose to tax and insure the blasted thing - unless your an ethnic gypsy or as they are more commonly called "pikey scum"

Finally have to fork out for fuel to run it.

Now it has been decided according to The Metro who ran this story that when your car - which has by now got negative equity like your house - gets attacked by some feral fucker, that it shall no longer be classed as a crime.

Police have been accused of trying to massage crime figures after a memo was leaked urging rank-and-file officers to not always record smashed car windows as criminal damage.

Officers were too quick to assume a crime had been committed when people reported damage to their cars, according to the note from an unnamed police inspector in Norwich.

The memo said: 'We appear to be making things difficult for ourselves by “criming” things that aren't actually crimes.

'Criminal damage is one of our highest recorded crimes and it is here where we appear to be doing this.

'One example is where a car window is found to be damaged, no entry to the vehicle, no witnesses and no idea how it happened.

'This has been recorded as criminal damage, even though there is no evidence to suggest it fits that definition.

'If there is no evidence of someone intending to destroy or being reckless then there is no crime.'

One officer, who did not wish to be named, described the memo as outrageous. 'You can imagine the anger of a member of the public when a constable has to explain that the vandalism is not criminal damage,' he added.

Criminal damage accounted for a fifth of the 5.4million recorded crimes in England and Wales in 2006/07.

Tory shadow justice minister Henry Bellingham MP said the move was the result of government interference.

He said: 'The Home Office is just totally obsessed with targets and figures and this is an example of how blatant interference is affecting the morale of officers on the beat.

Richard Garside, from the Centre for Crime and Justice Studies, said police crime figures were subjective. 'Within a particular police force you can see certain areas that seem to be doing better and that can create pressure on borough commanders to think of imaginative ways of making their figures look better,' he added.

Norfolk Police denied trying to mask the true crime picture and said the memo was part of an initiative to get officers to tackle local priorities.

'Each case would be looked at on it own merits and treated accordingly,' said a spokeswoman for the force.

**Such a shame that the police seem to be taking lessons in spin and hype from the New Labour government.

Let me put this into plain English:

Car windows do not in the main break by themselves.

Some feral scrotum has come along smashed the window for the hell of it, probably had a quick look to see if there is anything to hand and then gone on his merry way.

Sounds like a crime to me, the fact that no one was there to see the feral scrotum put through said window is a minor point.

So much for the tough on crime shit from Labour....
