I know that we have to be careful but there are people out there with a low quality of life, who's functions are failing; where they become a burden on their loved ones and those around them.

Not just greedy relatives, what makes you think the state won't turn around one day and tell you when you're old that you've outlived your usefulness and perhaps it's best if you move along. Already those filth are calling for the number of children to be limited because of global warming.
