He justified the claims by saying he had not used his full second home allowance in previous years.
The refurbishment claim under the Additional Costs Allowance included Roman blinds worth £528.75, five cushions costing £176.25, four bedside shelves totalling £1,420, as well as tie hangers, bulbs, a laundry basket, and extension cable costing £66.90.
Sir Menzies also claimed for a lampshade, hooks, a “loo brush”, black-out blinds, cleaning products and soap worth £272.86.
He included a new king-size bed, worth £1,024 and bed linen worth £373 as well as £1,515 decorating bill.
The designer, a family friend who has been in charge of refurbishing a leading hotel, also submitted a bill for two cupboards, costing £822.50, to be built either side of the bed.
He also claimed thousands of pounds for food over the summer recess when Parliament was not sitting, including £800 in September and October 2004, £1,000 between August and November 2005, £1,000 in July, August and September 2006 and £650 in July and August 2007.
He claimed for £1,718 on laundry over the four years, as well as more than £4,700 on parking bills at his flat, despite MPs having access to free parking below the Commons.
