Officials say it is risky for the site manager to scale a ladder and unfurl a flag at the 200-year-old building in Bourne, Lincolnshire. So the pole will remain bare for the event on June 27.
South Kesteven District Council said: 'Putting up the flag is not as simple as pulling a rope. It involves our site manager climbing an 8ft ladder, which rests on a plinth overlooking a spiked gate. We think this is too risky.'
