£7000 on a report on water.

How does waste start?

Well no one plans to blow taxpayers money on nothing, and yet it happens. Partly down to the culture of sticking everything down in a report.

An here is one such fine example from the Commons Commission who spent £7000 on a report entitled
"A carbon comparison of water provision options for the House of Commons committee rooms" 
Yep, £7000 splashed up against the wall on a report to decide if the House of Commons should have bottled or tap water. I wonder how many units of body armour that £7000 would have provided for the troops?

Any result from the report?
At least London tap water has been purified a number of times.

True, although the thought of drinking the same water that has been through Gordon is a disgusting thought.

Armour and helmet (top quality) cost around £1600. Troops can probably get discount though.
